"National Company" Kazakhstan Engineering" JSC (hereinafter - the Company), located at: 12a, Kerey and Zhanibek Khandar st., Nur-Sultan city Republic of Kazakhstan, 010000, hereby announces on holding of a competition to find an investor to implement the project “Design and construction of military camp facilities in Orta Derezin village”.

1. Investment project: “Design and construction of military camp facilities in Orta Deresin village” (hereinafter – Investment project).

2. Location: Karagandy area, Aktogay district;

3. Investment project cost: 32,5 billion tenge.

Final cost will be determined after approval of design and estimate documentation for the Investment project.

4.  Main tasks:

1) Development and getting conclusion on design and estimate documentation for the Investment project by RSE “Gosexpertiza”;

2) Construction of military camp facilities in Orta Deresin village;

3) Purchase of the necessary equipment.

5. Reimbursement of investor’s expenses: at the expense of funds from sale of unused property (military property).       

6. Qualification requirements for legal entities (their associations), setting criteria for determining an investor:

1) availability of financial resources and access to a sources of funding to ensure payment for work on design and estimate documentation development, purchase of equipment, construction and installation works and other expenses necessary for the implementation of the Investment project and confirmed by letters from banks with an international rating of at least “BB-”;

2) Experience in international arms market, which is confirmed by concluded contracts for weapons supply on international market;

3) presence of experience in design and construction of facilities, that is confirmed by the concluded contracts to design and construction of civil and/or military facilities;

4)  tax clearance certificate and confirmation of no accounts payable;

5) Legal capacity of a potential investor.

7. Procedure and deadline for submission of application by potential investors:

Acceptance of bids with attachments of documents confirming the compliance of potential investor with qualification requirements shall be carried out within a period of no more than 15 (fifteen) working days from the date of announcement publication.

9. To secure the application:

- guaranteed cash contribution to the account of JSC “NC” “Kazakhstan Engineering” (BIN: 030440000693, IIC: KZ82914012203KZ00BMM, BIC: SABRKZKA, SB Sberbank JSC (KZT), Beneficiary code: 16) in the amount of 3,000,000,000 (three billion) tenge or - by provision of guarantee issued by bank with an international rating of at least “BB-”.

10. Conditions and procedure for selecting an investor.  

In case of interest, potential investors shall send a request to the Company for the provision of tender documentation.

On September 29, 2021, the acceptance of bids from potential investors will be terminated.

The company will send a request for commercial proposals to potential investors who meet the qualification requirements.
