State program of infrastructure development"Nurly Zhol" for 2015 - 2019 (hereinafter – the Program) is designed to implement the President's address to people of Kazakhstan from November 11, 2014"Nurly Zhol - path to future".

The program is aimed at supporting domestic engineering, exporters, building infrastructure for small and medium-sized businesses, increasing state support for the agro-industrial complex, as well as implementing anti-crisis measures to support certain sectors of the economy in the face of deteriorating conditions in foreign markets.

Implementation of measures to support individual sectors of the economy, domestic exporters manufacturing and other activities to ensure the preservation of current volumes of production, existing jobs and create new in the deteriorating situation on foreign markets.

In General, the implementation of the Program through increased public investment in infrastructure development and support for entrepreneurship will contribute to economic growth not only in the short term, but also create prerequisites for sustainable growth in the long term.

Program Goal

formation of a single economic market by integrating the country's macro-regions on the basis of building an effective infrastructure on the hub principle to ensure long-term economic growth in Kazakhstan, as well as implementation of anti-crisis measures to support certain sectors of the economy in the context of deteriorating conditions in foreign markets

Tasks

1) creating an effective transport and logistics infrastructure based on the" ray" principle;

2) development of industrial infrastructure and tourist infrastructure;

3) strengthening the energy infrastructure within the Unified electric power system;

4) modernization (reconstruction and construction) of housing and communal services infrastructure and heat, water supply and sanitation systems;

5) increasing housing affordability for citizens;

6) development of educational infrastructure;

7) improving the competitiveness of business entities;

8) support for domestic engineering;

9) export support;

10) improving the competitiveness of agribusiness entities;

11) ensure infrastructure projects of the business Road map - 2020;

12) ensuring product quality safety through the development of laboratory bases;

13) ensuring the study of the territory of Kazakhstan with the assessment of forecast resources

Target indicators

achieving the following target indicators:

1) in 2019, ensuring GDP growth of 15.7% by 2014;

2) in 2015 - 2019, the creation of jobs for 395.5 thousand people, including:

permanent - 86.9 thousand people.;

temporary - 308.6 thousand people.

3) in 2019, WEF will increase its rating on the quality of basic infrastructure to 57th place

sources and amounts of funding

total expenses at the expense of the National Fund of the Republic of Kazakhstan will be:

in 2015 - 796 billion tenge;

in 2016 - 379 billion tenge;

in 2017-in the equivalent of up to 3 billion US dollars.

The indicative amount of co-financing from international financial institutions will be about 8.97 billion us dollars.

Financing at the expense of own funds of national companies and development institutions will amount to 241.4 billion tenge, including:

in 2015 will be 32.8 billion tenge;

in 2016 - 59.2 billion tenge;

in 2017 - 63.9 billion tenge;

in 2018 - 50.5 billion tenge;

in 2019 - 35 billion tenge.
