Competence center of JSC "NC" Kazakhstan Engineering "started its activity

On May 27, in Nur-Sultan, the first meeting of the scientific and technical advisory expert center was held - the Competence Center of JSC "NC" Kazakhstan Engineering ", which included scientific institutes and enterprises of the defense industry.

The Competence Center is designed to accumulate and disseminate documented scientific and scientific and technical information, to develop a unified position on the development of the country's military-industrial complex. Its work will allow preserving the knowledge and scientific and technical groundwork obtained as a result of mental activity, the expenditure of time and resources of specialized departments. For the first time, organizations operating in the military sphere had the opportunity to discuss the strategic development of the industry in the format of an open dialogue in order to optimize processes, form technological standards and allocate resources.

The expert center included the following organizations: NC Kazakhstan Engineering JSC, National Defense University, Academy of Military Sciences, Center for Military-Strategic Research, Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, Association of Enterprises of the Defense Industry Complex of Kazakhstan, as well as R&D Center "Kazakhstan Engineering".

At the first meeting, the participants discussed the format of the Competence Center, its goals and functionality for the further development of a unified development strategy. To date, a number of issues have matured in the industry that require a strategic solution based on the experience and knowledge of specialists from various areas of the military-technical industry. As proposals for the activities of the expert center, possible directions of development are proposed.

First, the creation of a body for the collection and storage of best practices. The main tasks of this instance are the accumulation, formalization and dissemination of best practice samples at enterprises. The specialists of the center will find and analyze the main processes, draw up recommendations of a technical nature and form standards for their use. It is also proposed to develop programs to manage integration processes and make certain changes to them.

Secondly, the formation of technological standards. Such centers gain certain knowledge, but the emphasis is on their technical component - software development and selection of appropriate equipment. Specialists standardize and generalize processes on a single technological platform.

Third, the distribution of tasks: the use of resources between team members. Staff is committed to supporting numerous knowledge management initiatives, including training on products and state-of-the-art solutions. One of the important directions for the development of the center should be expert support for initiatives. The center's experts are specialists in military science with extensive experience in law enforcement agencies.

Fourth, it could be a centralized service unit. It has its own budget and set of cost recovery methods. Such a center accompanies a considerable number of projects, develops requirements and standards for information and technical subsystems, and also promotes the exchange of knowledge in the enterprise.
