Collegium of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan

Today, the national space center hosted an expanded meeting of the Board of the Ministry of defense and aerospace industry of the Republic of Kazakhstan (MOAP RK) on the results of activities for 2017 and the main tasks for the current year in the light of the implementation of The President's Address to the people of Kazakhstan "New development opportunities in the fourth industrial revolution".

The Board was attended by Assistant to the President-Secretary of the Security Council of the Republic of Kazakhstan Vladimir zhumakanov, representatives of the Office of the Prime Minister of Kazakhstan, members of Parliament, the leadership of the Ministry of defense and aerospace industry and other government agencies, subordinate organizations and enterprises.

Currently, the Ministry is working on the formation of a regulatory framework for the industry, which will effectively implement the tasks of ensuring the country's defense and security.

The draft Law "on defense industry and state defense order" has been submitted to the Parliament of the Republic of Kazakhstan, which regulates new mechanisms for forming state defense orders and provides measures to support the domestic defense industry.

In 2018 the budget of the defense order of the Ministry of defence of the Republic will go to MOAP RK. This will free the law enforcement agencies from uncharacteristic functions and ensure the progressive development of defense enterprises.

Conceptual directions for the development of the industry are being developed, aimed at creating new technological capabilities of the state in ensuring defense and security.

The MOAP development Strategy is being developed until 2028, which will determine the comprehensive development of the industry on the basis of a new management model.

Among the key priorities of the Ministry's work is managing the full cycle of production of the latest and promising types of weapons, equipment and services for the implementation of tasks in the field of defense and national security of the Republic of Kazakhstan.

In addition, on behalf of the Head of state, a Fund for the development of the military-industrial complex is being created. Starting this year, the Fund should work as an effective mechanism for supporting defense companies.

Last year, the Ministry of DEFENSE of the Republic of Kazakhstan created a Scientific and technical Council that reviews and selects the best promising breakthrough projects in the field of defense industry, space and cybersecurity.

As of today, 19 promising projects worth 3.3 billion tenge have already been selected.

A draft concept For re-arming the Armed Forces and developing the defense industry until 2030 has been developed.

The adoption of this document will allow domestic enterprises to develop modern types of military and dual-use products, as well as provide an opportunity to conclude long-term contracts, plan production and carry out technological modernization.

Defense companies should first pay attention to the possibility of developing a full range of services. In addition to the production of machinery and equipment, it is equally important to provide a full range of after-sales services.

All these measures are aimed at increasing the profitability of defense companies.

In accordance with the instructions of the Head of state, in the coming years, Kazakhstan will carry out technological modernization at 9 defense industry enterprises, which is 1/4 of all defense industry enterprises.

Roadmaps of modernization will be developed for each enterprise with a focus on the production of promising types of products with export potential.

In General, according to statistics, the volume of production of the defense industry increased by 14% to 80 billion tenge compared to 2016. Exports increased by 2 times to 16 billion tenge.

This year, MOAP specialists will continue working on the infrastructure development of the space industry, updating the national satellite constellation, expanding export opportunities, and commercializing projects.

We will continue implementing the roadmap for the creation of new ecologically safe space rocket complex"Baiterek", as well as work to the exclusion of objects of ground space infrastructure KRK "Zenit-M" of the lease by the Russian Federation and transferring them to the Republic of Kazakhstan.

The KazSat satellite communication system and remote sensing satellites are functioning normally and successfully provide solutions to economic, defense and national security issues.

In 2017, the KazSat system generated revenue of more than 5 billion tenge and provided import substitution in the amount of 12 billion tenge by reducing the use of resources of foreign satellites.

In 2017, state bodies and organizations were provided with satellite images of the Earth's surface with a total area of 11.5 million square kilometers in the amount of 1.2 billion tenge using the remote sensing system. At the same time, import substitution amounted to more than 12 billion tenge.

At the same time, special attention is paid to the promotion of space technologies to foreign markets. Priority is given to the markets of neighboring countries: Kyrgyzstan, Uzbekistan, and Tajikistan. Today, these countries do not have their own space communication systems.

During the recent working visit of the Kazakh delegation to Kyrgyzstan, issues of cooperation in various areas were discussed, including the proposal to cooperate with Kyrgyz partners in the joint use of Kazakhstan's space systems in the interests of emergency prevention and response agencies of the Kyrgyz Republic.

A Roadmap for implementing projects under agreements with the Kyrgyz Republic will be prepared in the near future.

In the field of information security MOAP RK in the past year we have introduced the basic conceptual approaches to the development of information (cyber) security in the country.

On behalf of the Head of state, the Concept of cybersecurity ("Cyberschit of Kazakhstan") and an action Plan for its implementation were developed. Unified requirements in the field of information and communication technologies and information security have been adopted. A draft List of critical infrastructure objects has been formed.

In 2017, the number of grants for training in the specialty "information security Systems" was increased from 60 to 160, and 500 grants are planned to be allocated annually for the training of these specialists.

In accordance with the Law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on information and communications" created a system of information security management in the banking sector, distributes powers between the state bodies, identified new entities  by information security.

At the end of the Board to the Ministry was a number of tasks for all activities of the MOAP RK with the instructions of the head of state and Government.
