On the Republican Referendum

On March 15, 2026, a republican referendum will be held on the adoption of the new Constitution of the Republic of Kazakhstan. This event will mark an important stage in public dialogue on the directions of further development of the country’s legal system and state institutions.

The upcoming referendum will be the seventh revision of the Fundamental Law. Previous amendments to the Constitution were made in 1998, 2007, 2011, 2017, 2019, and 2022. In 2022, 56 amendments were adopted through nationwide voting. The current draft is the most extensive in the history of independence: the proposed changes affect approximately 84% of the Constitution’s text and, in essence, establish an updated model of the state structure.

JSC “NC Kazakhstan Engineering,” as a National Company and a participant in the defense-industrial complex, regards the referendum as a legitimate and transparent mechanism for expressing citizens’ will. The constitutional changes concern the fundamentals of state organization, the distribution of powers, principles of operation of government bodies, and the balance of public interests; therefore, their discussion and adoption through nationwide voting carry special significance.

In the current context, the stability of the legal system is directly linked to issues of security, economic development, and social stability. For the industrial and defense sectors, predictability and clarity of legal norms are crucial factors for strategic planning and the implementation of long-term projects.
